DSWD's Reply to Anti-Trapo Movement's Letter of Intent to Participate in the Pantawid Pamilyang Pilipino Program

Dear Mr. Leon Estrella-Peralta:
Greetings of Peace!
Thank you for the interest in partnership.

In the State of the Nation Address delivered by President Benigno S. Aquino III at the start of his term, he underscored the importance of public participation in the fulfillment of his platform of Good Governance and Poverty Reduction.


Presidents Aquino's commitment to engage the citizenry was reaffirmed when he directed the National Agencies to designate a focal person from their respective Departments who shall be in charge of fostering a mutual cooperation between the government and volunteer organizations, and institutionalizing mechanisms for their participation.

For DSWD in particular, "Public Private Partnership" is a system for cooperation between the two parties for the purpose of delivering basic social services to the poor, implementing development projects of the Government and instituting transparency and accountability mechanisms to fight corruption. This may be done in any of these four ways: (1) "Bantay" or projects and activities geared towards fighting corruption; (2) "Gabay" a mechanism for extending technical assistance; (3) "Kaagapay" or anti-poverty projects and activities; and (4) "Tulay" which refers to facilitating action, feedback and monitoring.
I am the focal person in the Department in terms of engagement of CSOs and volunteers with our programs. We are now on the process of partnership with different CSOs and volunteer organization who wish to engage the DSWD on the mentioned above framework .

The output of partnership will be the Memorandum of Agreement (MOA) between the DSWD and the CSOs/ Volunteers Group.

The Anti-Trapo Movement of the Philippines, spearheaded by Ka Leon Estrella Peralta aims to be involved in the Pantawid Pamilyang Pilipino Program by the Department of Social Welfare and Development (DSWD).

RE:  LETTER/STATEMENT OF PROTEST AGAINST THE ARBITRARY, UNJUST AND UNLAWFUL DETENTION OF MS. ROWENA DEL ROSARIO BY THE SENATE BLUE RIBBON COMMITTEE



Madame:
This is written not for us to grandstand but to air our protest on the above subject matter relative to the detention of a resource speaker, MS. ROWENA DEL ROSARIO, by the Senate Blue Ribbon Committee on 23 August 2011.  It is our opinion that the members of the aforesaid committee while convened in aid of legislation, blatantly lambasted MS. DEL ROSARIO and tagged her as a “BIG LIAR” for answering questions opposite to what they want to hear, which are simply recognizable as simple admission to pin down the “ARROYOS” specifically the former First Gentleman’s alleged hand in the consummated sale of SECOND HAND HELICOPTERS to the Philippine National Police (PNP) which were allegedly priced exorbitantly as brand new. Conspicuously, while we are watching the live television coverage some Senator Members who were previously victims of several sorts of “INJUSTICES” against their persons and immediate members of their families were now victimizing MS. DEL ROSARIO by arbitrary detaining her until such time she would tell the truth on the strength of their belief and to rephrase the aforementioned “FORMER VICTIMS . . . NOW VICTIMIZING.”

History would show, to name a few, how Senator Juan Ponce Enrile was detained for a non-existent crime (Complex Crime of Rebellion) by then Justice Secretary now Senator Franklin Drilon; Former Mayor of San Juan now Senator, Sen. Jinggoy Estrada, was detained for allegedly conspiring with his father, former President Joseph Ejercito Estrada in committing the Crime of Plunder; Senator Panfilo Lacson went into hiding for almost a year when he was a subject of a Warrant of Arrest for a non-bailable offense for two counts of Murder (Dacer-Corbito Murder Case); Senator Antonio Trillanes, IV was detained for only airing their grievances against the Arroyo Administration for massive corruption (Manila Peninsula siege); and last but not the least, Senator Teofisto Guigona, III, the Committee Chairman’s father the then former Vice-President Teofisto Guingona, Jr. while joining a rally was heavily bombarded with water cannons.  In retrospect, all of these mentioned Honorable individuals cried “FOUL” and words of similar import for the INJUSTICES they had suffered during that time.

We, the ANTI-TRAPO MOVEMENT OF THE PHILS. are not Pro or Anti “Arroyos” nor a Pro or Anti-President Noynoy and his administration.  We are for the respect of our democratic principles and respect for the basic human rights bestowed by our Constitution (Bill of Rights).

In view of the foregoing, firstly, let this letter be considered a “PROTEST” and be part of the records of the Commission on Human Rights;  Secondly, in view of public interest, your statement about the matter is respectfully being sought for.

I. Movement’s Definition of “TRAPO”

Any/all government official(s) in the elective post(s) or appointive post(s) or in the government career service post(s) and his/their cohort(s) who was/were exposed by media, whistleblower(s), private complainants, and by majority public opinion has/have/had allegedly committed graft and corruption, mismanagement, inefficiency and the like in running the affairs of our government.

II. The Birth of the  “CLEAN REVOLUTION”


The Movement was conceived by the core group who are ORDINARY FILIPINOS and coined its advocacy as the “CLEAN REVOLUTION” with the general purpose to cleanse our government of rampant alleged graft and corruption, mismanagement, inefficiency and the like in running the affairs of our government orchestrately committed by some government officials in the elective post(s). appointive post(s), and in the government career service post(s). These are greatly affecting the Philippine economy negatively for it ties the ORDINARY FILIPINOS to debt and the bondage of poverty, which also resulted to the moral degradation of our society, widespread criminality, widespread drug related crimes, widespread drug addiction specially affecting the youth, widespread human rights violations, unpreparedness for calamities and disasters, flanking international credit rating of our country, flanking international rating for unabated graft and corruption in the government, poor tax collections and many more. The foregoing grossly affected the lives of the ORDINARY FILIPINOS negatively. 



III. The Movement’s ASPIRATIONS AND GOALS:


It was organized as a cause oriented group to ADVOCATE GOOD GOVERNANCE, FORMULATE and ADVOCATE “CORRECTIVE MEASURES” in running the affairs of our government either in the National and Local levels for BETTER PHILIPPINES.

IV. The Movement’s Primary Purposes/Action Plans (as approved by the Securities and Exchange Commission)


1. To actually participate directly or indirectly as a cause oriented group in generally curving corruptions, inefficiency, mismanagement, and the like in the National and Local Government Units of the Philippines for “BETTER PHILIPPINES”;

2. To formulate moral recovery programs and actively campaign for such in the Public and Private Sectors for “BETTER PHILIPPINES”;

3. To recruit Filipino or Former Filipino members nationwide or globally and to solicit their support for the effective and efficient implementation of its cause oriented program(s) and activities for “BETTER PHILIPPINES”;

4. To encourage capable members to directly carry out its cause oriented program(s);

5. To affiliate and coalesce with other cause oriented groups with similar visions and goals all leading to “BETTER PHILIPPINES.”
