Sa mga kagalang-galang na namumuno at bumubuo ng KALIPUNAN ng DAMAYANG MAHIHIRAP (KADAMAY), kay kagalang-galang na Kongresman Ka Paeng Mariano ng ANAKPAWIS Partylist, sa mga kagalang-galang na mga namumuno ng iba't-ibang kilusan na nandirito ngayon at sa lahat ng aking mga kapatid sa pakikibaka, MAGANDANG ARAW PO SA INYONG LAHAT!

Sa mga hindi pa po nakakakilala sa akin, ako po si Ka Leon Estrella-Peralta. Ako po ay ang Founding Chairman ng Anti-Trapo Movement of the Philippines. Ang kilusan po namin ay binuo upang labanan ang korupsyon at maruming elemento ng lipunan.

Maraming salamat po at ang inyong lingkod ay naanyayahan ninyo sa isang mahalagang pagtitipon ng KADAMAY, ang Ika-13 taong Anibersaryo ng inyong kilusan. Ang hatid ko po sa inyo ngayon ay taos-pusong pagbati sa inyong anibersaryo galing po sa Anti-Trapo Movement.of the Philippines.


Sa aking mga kapatid sa pakikibaka, kahit hindi ko po itanong sa inyo ay kitang-kita ko po sa inyong mga mata ang pagdaranas ng matinding kahirapan. At kitang-kita ko rin sa inyong mga mata na sawang sawa na kayo sa kahirapan. Kung ako po ang inyong tatanungin, ako po ay sawang-sawa na rin tulad ninyo! 

Dito po sa ating bansa, lalong lalo na sa kamaynilaan, ang kahirapan ay napakaraming anyo, tulad po ng: 
  • kahirapan dulot ng walang humpay na demolisyon;
  • kahirapan dulot ng kakulangan sa trabaho at hanapbuhay;
  • kahirapan dulot ng kakulangan sa murang pabahay;
  • kahirapan dulot ng walang humpay na pagtaas ng presyo ng krudo, Kuryente at mga pangunahing bilihin, atbp;
  • kahirapan dulot ng pagkakasakit at kakulangan ng tulong medikal galing sa ating pamahalaan
  • kahirapan dulot ng kurapsyon at maruming elemento ng lipunan.

At marami pa pong anyo ng kahirapan na kung babanggitin ko po lahat ay maaring maubos ang buong maghapon natin at tayo rin ay maaaring mapanghihinaan na ng loob.

Sa mga kapatid ko sa pakikibaka, may lunas pa ba ang lahat ng anyo ng kahirapan dito sa ating bayan, lalo na sa kamaynilaan? Kung ako po ang inyong tatanungin, ang sagot ko po ay, MAYROON!!!

Mayroong lunas pa ang mga ito kung tayo ay magbubuklod-buklod at magsasama-sama sa isang adhikain upang labanan at bigyang lunas ang iba't-ibang anyo ng kahirapan dito sa ating bayan, lalong-lalo na sa kamaynilaan tulad po ng inyong kilusang KADAMAY

Mabuhay po kayong lahat! Asahan po ninyo ang masidhing pakikiisa at suporta ng aming kilusan.

Sa mga bumubuo ng bagong tatag na URBAN POOR Resource Center of the Philippines (UPRCP), at sa aming mga kapatid sa pakikibaka, kami po sa Anti-Trapo Movement of the Philippines ay nagpapahayag ng isang masidhing pakikiisa at suporta sa inyong adhikain. Sa ating bayan, lalong lalo na sa kamaynilaan, napakahalaga po ang pagbuklod-buklod ng mga maralitang lungsod upang maitaguyod ninyo ang karapatang Hustisyang Panlipunan at tulungan ang bawat kasapi nito na makamit ang Hustisyang Panlipunan , tulad po ng adhikain ng inyong bagong tatag na samahan. Hindi na po lihim sa ating lahat ang dinaranas nating kahirapan dito sa ating bayan, lalong lalo na sa kamaynilaan. Ngunit, ito ba ay kaya pang lunasan? ITO PO AY KAYANG LUNASAN kung tayo ay magbubuklod-buklod at magsasama-sama sa ating adhikain upang labanan at bigyang lunas ang iba't-ibang anyo ng kahirapan tulad po ng adhikain ng inyong bagong tatag na kilusan.

MABUHAY PO KAYONG LAHAT! KASAMA PO NINYO KAMI SA PAKIKIBAKA LABAN SA IBA'T-IBANG ANYO NG KAHIRAPAN DITO SA ATING BAYAN!  MABUHAY ANG HUSTISYANG PANLIPUNAN !

STRADCOM Corp. is the information Technology supplier contracted by the Department of Transportation and Communications (DOTC) to supply technology and systems in the upgrade of information management at the Land Transportation Office (LTO).  The contract for this purpose was signed on 26 March 1996 for BUILD-OWN-OPERATE.
Relative to the just recently released Commission on Audit (COA) report about the foregoing; a LOPSIDED AFFAIR between STRADCOM and LTO apparently exists in favor of STRADCOM. If proven true when raised in the proper forum, it will definitely have been continuously prejudicing the government of the Republic of the Philippines and the Filipino People.

X x x x has illegally used the LTO’s database in its dealings with other agencies, earning P2 billion in the process, according to the Commission on Audit (COA). in its 2010 report on the LTO, the COA said Stradcom had also collected P340.719 million in computer service fees even from manually processed transactions and that this amount should be recovered.  The COA said LTO had allowed Stradcom to use the LTO database for various interconnectivity projects the IT company had contracted on its own and with third parties. Stradcom earned an estimated P2.015 billion from these activities from 2006 to 2010, the COA said.

“The government in general as well as the LTO in particular was not given its corresponding share and the sharing scheme for interconnectivity transactions between LTO and Stradcom did not materialize,” the COA said.

“Because of the failure of the LTO officials concerned to execute the appropriate contract/s with Stradcom, IT Providers, and other private entities and government agencies, the national government as owner of the database being used was deprived of a rightful share in the interconnectivity fees collected by Stradcom.  It was thus precluded from earning additional income of an undetermined amount, “it said.

MANILA, Philippines – The government will file appropriate cases to recover the estimated P2 billion losses from the Land Transportation Office’s (LTO) deal with the Stradcom Corp., Transportation Secretary Mar Roxas disclosed during a budget hearing in the Senate on Monday. Stradcom is the information technology provider of the LTO. “The department position is that we will recoup all unauthorized exploitation of this database which is owned by the government. The only method for doing is through litigation. We will file the appropriate cases for restitution of these amounts,” Roxas told the Senate committee on finance. Roxas said they have already directed their legal department to go through The Stradcom contract line by line to find out exactly what were they authorized and not authorized to do, and whether any government approvals or concurrences were issued in the past. “The database is owned by the government and there ought not to be any unauthorized use or profit-making activity arising from this data without the concurrence, without the approval of the government,” he pointed out.”





          In view of the said recently released COA report and the aforequoted news articles, the Court of Public Opinion dictates that legal action(s) must take place against public or private entities and those persons in the public and private sectors who allegedly participated or had been involved directly or indirectly in the now questionable BUILD-OWN-OPERATE AGREEMENT between STRADCOM AND LTO; so as to be able to determine whether or not their alleged acts and omissions shall lead to conviction or acquittal, and, whether or not the proper court/s shall award the recovery of the alleged estimated 2 Billion losses from the aforementioned Land Transportation Office (LTO) deal with the STRADCOM Corp.

IN THE BEST INTEREST OF THE PUBLIC, LET JUSTICE BE SERVED!!!

The Anti-Trapo Movement, aims to be accredited as an observer in the drive against corruption and smuggling in the BoC. As a watchdog against graft and corruption in the government, the Anti-Trapo Movement takes its action by observing the program implementation, attending press conferences and submitting an actual report and/or position paper of the movement's observations and its corresponding recommendations to the Office of the Commissioner, BoC.

The aforementioned proposed endeavors by the movement is in line with President Aquino's commitment to engage the citizenry and the importance of public participation in the fulfillment of his platform of Good governance, instituting transparency and accountability mechanism to fight corruption.

DSWD's Reply to Anti-Trapo Movement's Letter of Intent to Participate in the Pantawid Pamilyang Pilipino Program

Dear Mr. Leon Estrella-Peralta:
Greetings of Peace!
Thank you for the interest in partnership.

In the State of the Nation Address delivered by President Benigno S. Aquino III at the start of his term, he underscored the importance of public participation in the fulfillment of his platform of Good Governance and Poverty Reduction.


Presidents Aquino's commitment to engage the citizenry was reaffirmed when he directed the National Agencies to designate a focal person from their respective Departments who shall be in charge of fostering a mutual cooperation between the government and volunteer organizations, and institutionalizing mechanisms for their participation.

For DSWD in particular, "Public Private Partnership" is a system for cooperation between the two parties for the purpose of delivering basic social services to the poor, implementing development projects of the Government and instituting transparency and accountability mechanisms to fight corruption. This may be done in any of these four ways: (1) "Bantay" or projects and activities geared towards fighting corruption; (2) "Gabay" a mechanism for extending technical assistance; (3) "Kaagapay" or anti-poverty projects and activities; and (4) "Tulay" which refers to facilitating action, feedback and monitoring.
I am the focal person in the Department in terms of engagement of CSOs and volunteers with our programs. We are now on the process of partnership with different CSOs and volunteer organization who wish to engage the DSWD on the mentioned above framework .

The output of partnership will be the Memorandum of Agreement (MOA) between the DSWD and the CSOs/ Volunteers Group.
